He can still drawdown to the Murtha plan (70K troops protecting US assets in Baghdad and FOBs plus a quick-strike force of 30K in Kurdistan). That's still roughly 40-50 percent fewer than they have now, and it still pushes the problem onto the next administration and the Democrats.
