Compare Clinton prior to 1984 and before 1984. Before he was pressing to nationalize health care. After he was promising to balance the budget and enact welfare reform.

Whats the difference? The Republican Congressional victory in 1984 caused the Clinton administration to move to the right - that is to become more moderate than he wanted to be.
