It's easy: Announce that in 6 months a task force will crack down on any employer of illegals with jail and fines; zero tolerance. That will give you time to build the personnel and evidence and also give the illegals time to earn enough money to get back to their home country. After a couple of years, liberalize the LEGAL immigration policies, but spread over the economic spectrum, so that one group isn't over supplied. I heard your buddy Law and Order Thompson speaking a few minutes ago on the radio, he said something like "Yes we are a nation of immigrants, but this is our home, and we all have the right not to let uninvited people into our home". He's got a shot at those other Reps.
