I think so too, the only thing is the agreement must allow India to develop fuel. If this is the Case, Inda could be selling thorium based fuel to countries with modified thpw Russian reactors. THPW would be collecting royalties all over the place.

The impasse between India and the US regarding transfer of nuclear technology centers on how spent fuel rods will be processed. Doesn't sound like a thorium fuel cycle to me.
