You are correct the average over Clinton's 8 years was an annual deficit of around two hundred billion including social security. However ; during Clinton's 8 years the real budget deficit went from around four hundred billion a year or more when you include social security, to about breakeven at the end of his 8 years when you include social security., or a surplus of over $250 billion not including social Security.

That took eight years; within a year Bush Baby had run up the deficit again; the deficit now totals approximately $800 billion a year when social security and medicare are properly accounted for, - to be conservative.

Neither administration has been honest about off budget items, especially Bush. Offsetting that is some increase in value of govt assets.

Worse than the deficits is the reckless borrowing of this administration; we are in hock to China and other potential or actual rivals and are losing our room to move around. That is a severe problem that the White House is evading dealing with and is making our country very vulnerable.
