Yes there was. I specifically remember it. Bush's slim lead was reduced even further by the mandatory recount.

What was in dispute was the need for additional recounts, especially those by hand.

As for "state's rights," that's just a red herring on your part. I did not agree with the FSC decision, nor did I agree with the USSC decision. Two wrongs don't make a right.
