The argument is not that the test is a panacea, but that its possible that its worse then useless. If false negatives are high it is possible that testing will actually make things less safe. It false positives are high there are other negative consequences.

I don't totally agree with the argument, at least if the test results are presented with proper warnings, but the idea isn't totally unreasonable.

What is unreasonable, IMO, is that the government goes beyond warning about and downplaying the tests, to actually forbidding them. But while that is unreasonable, it isn't more unreasonable then many other government regulations. Its just a case of the government thinking they can and should tell everyone what to do, and what not to do, in just about any area of our lives.
