No, General Sanchez is not responsible for the fiasco in Iraq.
As a matter of fact, he was one of the first military guys who disagreed with Bush and wanted to have things done in a different way. He was relieved shortly after that.

The fiasco in Iraq is largely due to Bush stupidly insisting on "staying the course".

As commander-in-chief, he is ultimately responsible, not his underlings. No scape-goating here at all. You sound very much like a very naive kid or you are very confused in your upper storey. You also sound very much like a silly woman!
