If criminals are usually let go early at the discretion of weak-spined law enforcement officers, that tells me that the justice system isn't punishing offenders completely. I just read Sheriff Lee Baca's response to all of the criticism levied against him, and he sounds more and more like a flip-flopping politician than an officer sworn to uphold the law.
