Here is wiki link regarding Candy Lightner who started MADD. Note that she left the organization when MADD began to expand its focus beyond drunk driving.

MADD is an example of how an organization that has an intially good idea gets taken over and changed from its original intentions. This often happens with volunteer organizations as the organization attracts attention and grows.

When Madd was started by Lightner, we in Northern Virginia were having numerous young people killed as a result of driving while drinking or drunk--- or people being hit by drunk drivers. Little markers were and are visible at many intersections marking their deaths.

Candy Lightner's story struck a chord with parents who lost their teanagers in Virginia because the teanage driver was intoxicated.

Virginia does have laws restricting sales of alcohol to minors and restricting the serving of alcohol to minors.

If I serve alcohol to minors and they leave my house the next morning while still having alcohol in their blood and have an accident and an accident in which someone is killed I am liable.
