He is disregarding at least two alternative scenarios:

A. No matter what we do, or fail to do, we are screwed
B. No matter what we do, or fail to do, we are not screwed

He is assuming that (1) any action we take will have a meaningful effect on GCC; and (2) the consequence of GCC will be global catastrophe if we fail to take that action.

At the pace that India and China are growing, I'm not convinced there is anything we can do to avert GCC; if it's going to happen, it will happen, and we can't prevent it from happening.
