Whose ox is gored might be a question worth examining.

I however was looking more to the question of who is doing the goring. To the extent there is any goring going on, its being done mostly by the federal government (but also to an extent the states).

If someone is being gored I'd say its the tax payer.

Whether or not the tax payer actually takes a hit from illegal immigration could be debated. I've seen data that suggests the federal treasury (and thus the taxpayer) does, OTOH indirect effects make the calculations a lot more complex and uncertain, and certainly arguments have been made opposing that idea.

My main point is however that if the cost of government is imposed by the government. If you want to blame anyone else I suppose you could also blame those lobbying for the various programs. But it isn't reasonable to say "Walmart is charing the taxpayer for the health care of its employees", or "Company X is charging the taxpayers for the social programs the government gives to its illegal immigrant employees", or "smokers are imposing a cost on taxpayers". In each case it is the government who is forcing the cost on taxpayers. The government could after all decide not to provide these programs.
