According to some people who make those kinds of arguments - Yes.

According to me? It wouldn't apply to any of the risky behaviors, except ones that cause damage to others. If my risky behavior hurts you, well then I'm imposing a cost on you. If it hurts me, and the government pays for my health care, and you get "billed" for it through your taxes, well the bill is the government's responsibility not mine.
