It's not really "can". Poisons are called poisons because they do actual harm.

Over-wrought regulations do actual harm to people too. Damage and costs to the USA from fear have been vastly greater than the harm from the 911 attack. Osama must think it hilarious how the USA has gone nuts. That's without counting the invasion and conquest of Iraq and Afghanistan.
