The article didn't state how long the practice had been going on, I only assumed it had for a long period of time.

But, when an illegal starts paying into Social Security on a non-valid SS number, who is in a position to detect that? Even a casual audit of SS accounts would reveal what is going on, and I'd be very surprised if someone at the SS office DIDN'T notice. And what should be done when such things are detected? Should it be ignored? Or should it be reported to a law enforcement agency? Knowing that gov't agencies do, in fact, ignore such things is why the staffing company felt safe to blatantly engage in the criminal activity.

If gov't agencies would even make a half-hearted attempt to do their jobs, such practices wouldn't occur.
