re: Revenue neutral might be an important concern, but it doesn't make the subsidy part any less of a subsidy, nor does it make the penalty part less of a penalty. They add to each other when your determining the size of the intervention, they don't cancel each other out. From an economic and industry standpoint sure they do. re: As a percentage of the economy, or in terms of its impact on peoples decision making it would be larger. That's the point. To effect peoples decisions. And the downhill effect on oil prices would be even more substantial.
