I'd go with the interpretation in the last paragraph. From other documents, it is clear that each state understood its "militia" to be all able-bodied males of military age. Those males were expected to turn out and defend the state, similar to the situation currently (and for hundreds of years previously) in Switzeland. When the United States was established it was understood it was the duty of all able-bodied military age males to defend the new country against foreign invasion. Standing armies were considered the tools of oppressive governments, like most European governments of the time.
