Actually, he's both --he's an important extremist politician, and the figurehead of Flanders' second largest party (the first one is the Conservative-Christian CD&V). Below is the result of a SI search on "Dewinter":

De Telegraaf is not a Belgian/Flemish daily, it's a Dutch one....(*) Hence, when the reporter talks about "Telegraaf readers", he means Dutch readers, not Flemish ones. According to the Telegraaf article, about 25% of the Telegraaf readership favors the annexation of Flanders by Holland, and about 65% opposes it. However, I don't think that poll is relevant... For instance, back in the 1880s, most of Belgium's bourgeoisie opposed King Leopold II's scheme to run the Congo. I'm pretty sure that the percentage (favoring a Holland-Flanders merger) is much higher among Dutch decision makers....
