Yes, in order to avoid detection of their huge illegal population, those cities instruct fire officials to ignore code enforcement in the neighborhoods housing the illegal aliens. Many lives, mostly childrens', have been lost in the resulting urban firetraps...all for the sake of greedy American employers craving for slave-wage laborers. It's a flashback to the 19th century English midlands. Who will become the modern day Charles Dickens?...possibly Lou Dobbs?
