People without insurance might not get timely medical care in the US. People with government provided insurance might not get timely medical care elsewhere. Resource are limited and are going to be rationed in one way or another (if you consider "rationing by price" to be a form of rationing). Emergency care is typically provided either way.

Uninsured, doesn't equal "has not access to medical care". Not only do you have emergency care, and free clinics, there is also the fact that "uninsured" doesn't equal "unable to afford health care".
