Sure, if you stop to analyze the speech. But remember this was a carefully crafted speech by the worlds best speech writers and was meant to convey an impression to the casual listener. Every word was gone over 100 times by the best in the business, and look at the words used:

"Knowing - realities - must not ignore - threat - gathering - clear evidence - peril - final proof - smoking gun - mushroom cloud"

Now what do you think they were trying to convey with those words? What feeling?
