I don't think that being a tax haven is the sole source of Luxembourg's success. OTOH they may be the richest (per capita) country on the planet, and without the investment shifting to them from high taxed areas they probably wouldn't be on that level. Remove that, and the other benefits of low taxes, and they would probably be more like their EU neighbors. Very wealthy compared to most of the world, but not out in front of everyone else.
