A negative factor, doesn't necessarily have to be big enough to overwhelm other, positive factors.

I pay more taxes than I did 18 years ago. But I still have a much higher after tax income.

Also some of the effects could grow bigger over time. I think the writer of that piece thinks they will grow much bigger. I'm not so sure. I think they will get bigger, but in a growing economy everything is bigger.
