Yes, but from the perspective of the pragmatist, that only works as public policy if you have a way to get all the less than enthusiastically anticipated babies produced turned over for adoption and if you have a way to get qualified families to take the unhealthy or unattractive ones. Voluntary adoption is an excellent option and should be encouraged by society because it can reduce the frequency of abortion somewhat. But in a free country you can't force anything with regard to reproduction so adoption is not a viable public policy solution.
