Conservative talk shows are of concern to some:

increasing ownership diversity, both in terms of the race/ethnicity and gender of owners, as well as the number of independent local owners, will lead to more diverse programming, more choices for listeners, and more owners who are responsive to their local communities and serve the public interest.

Along with other ideas, the report recommends that national radio ownership not be allowed to exceed 5 percent of the total number of AM and FM broadcast stations, and local ownership should not exceed more than 10 percent of the total commercial radio stations in a given market.

Wow, baby!... But why stop at radio? Let's legislate in detail what ought be "allowed" ownership for ALL media! Got a TV station or a newspaper? Gimme the list of employees and co-owners, including the gender, race and political affiliation of every single one of them. And if the list is not PC enough, you'll get a warning first, and then we'll throw your behind outa here under some Eminent Domain For Ideas and Entertainment law... or somethin' like that.

The liberal, socialist-progressives want to control free speech.

Their solution appears to be :

1. Regulation that eliminates free speech

2. Another form of Affirmative Action by increasing ownership diversity

3. Limit ownership:
