I'm a HUGE FAN of mandating that 'none of the above' be a ballot line in every federal election. (And that, if 'none' wins, a NEW election with new candidates be called in short order... like 30 or 60 days or so.) It was the one SINGLE GOOD THING that the new Russian election system had going for it (even though, I believe, it was an American idea they imported when the Soviets fell....) TOO BAD that Putin just forced through changed to Russia's election laws that took that out. Guess POLITICIANS EVERYWHERE really FEAR true Democracy!
