Yes, just within the downtown area. But it is large enough. Any hotel can give you the perimeter.

Downtown Seattle is a ride-free zone also. Just hop on a bus at any stop. The drivers announce the last stop in the ride free area. Thereafter, the fare is collected when you leave the bus.
