We have the same law here. If you are cited, but have insurance, all it takes is going down to District Court and showing the insurance declaration.

I really think that no one should be allowed to obtain plates for their car until they can establish they are insured. That would be simple to implement.

That's a good law. In Oregon, it seems to be if you can't afford insurance because, say, you're an illegal alien, the state buys you the minimum package so you can drive. My son was hit by just such a person while slowing down into a construction zone.
