Exactly, it gives them more shares to sell to continue operations etc.... that has been the source of the dilution the whole time. While all the touts here, including me, once said .. well, they have to build the business ..it will all be good, yada yada yada.

There telling us straight up:
In addition, the resulting reduction in the number of issued and outstanding shares of Common Stock will provide the Company with additional authorized but unissued shares which could be utilized for future acquisitions or mergers or to otherwise carry out the Company's business objectives."

I sold most of my holdings at .021 and .019 and was told by many here, I was crazy to be selling at the bottom .. LOL

It has fallen another 50% since then ...
And it looks like there is more to come ....

I am selling the remainder of my 200,000 shares today and wish all you faithful longs well ....

I have much better use for my time and money with companies I know are real and don't use shareholders as a private piggy bank.
