That's not a struggle. The evil aspect is just entropy - part of the cost of doing business. Like heat loss in a thermodynamic system.

Evil can't exist until good has first established something to destroy. It's not much of a struggle. Bad guys are just parasites. Most bad guys don't even know they are bad guys - those who vote to take OPM for their own purposes are bad guys. Seriously evil doers. They are slave drivers by another name. Serfdom is evil.

Individuals should own their shares in the state in their own name. The individuals should not be chattels of the state as currently is the case everywhere. Citizenship should be a tradeable commodity, available to buy and sell.

People should be able to sell their citizenship to an insurance broker who would pay them an annuity until they die, with rights to the citizenship being transferred to the broker [or whoever made the deal - maybe one of their offspring or other person] when they die.

If people could see their citizenship value sinking as politicians make dopey decisions like "Let's go and have a war! And run up some huge debts so we can pay ourselves heaps. We'd better bribe some voters a bit to get back into power - throw them a bone", then elections would have a different outcome.

Nobody wants to see their share price going down the gurgler. I suppose there are a few maniacs who believe in nihilistic ideology [until they need another meal of course, in which case they bludge from or rob somebody else].
