That is assuming the ones who would vote Republican are a monolithic group. They aren't. And the current crop of Republican candidates are not making themselves appealing to anything but the now narrow 9/11 base, given that most of the evangelicals map closely onto the 9/11 issue.

So the Republicans are split any way. Some, like mindmeld, have resigned themselves to voting Democratic. Others are going to latch onto an independent of some sort and won't vote for a Democrat. if there isn't a viable independent, then they likely just won't vote.

I suspect that a Bloomberg would draw more from the Republicans that the Democrats as a result. If for no other reason a lot of the Democrat leaning voters are going to be afraid that if they don't vote Democratic then a Republican gets elected by default. While the Republican leaning voters are much more likely to jump ship.

Bloomberg is a very practical guy who's made several billion dollars. I suspect he's just doing a cost-free fan dance to force the (D)'s and, to a lesser extent the (R)'s, to deal with his issues, and won't run.

Or, he might do as you suggest above, and end up being a kingmaker, or even a Cheney-level (without the evil agenda) VP. One of his rules of government is to "first do no harm".
