When our troops had pushed the invaders back to the 38th parallel a cease fire was called. NK didn't want to lose any of their original country and the UN mandate was to remove the invaders. After that it only took 18 years to agree on the shape of the table where peace talks would take place.

I'm by no means a Viet Nam historian, but my recollection is that one of the problems we had was the reluctance of the politicians to permit our forces to pursue the NVA when they crossed the border into Cambodia.
