Clinton's tax reform of 1993 produced the surpluses which eventually showed up in the later years of his Administration. Not a single Republican voted for those tax changes. That's because Republicans are fiscally irresponsible.

The Clinton tax increases of 1993 with the resulting budget surpluses made possible the Bush tax cuts in 2001. Those tax cuts would have been impossible without the Clinton budget surpluses.
