Its so valuable BECAUSE is the last undeveloped coastal RE in S. Cal. Remove all the development along the whole coast line, and anywhere else in the area and it would be worth a tiny fraction of its current worth.

Which doesn't mean that an argument can't be made that it was bought cheap, just that the argument shouldn't depend on its current value. The current value depends on current conditions (including the development around it but also other things), and is almost entirely irrelevant to the question of whether Mexico got a good price. You have to compare the land to what it would be worth on the market then, not now.

A better argument is the "unequal treaty", that Mexico didn't really agree to sell it but was forced to do so. OTOH it could have just been taken away.
