Yes there was. Most of the ME oil producers nationalized. But it doesn't mean that the newer wave or waves don't explain a good portion of the change.

In terms of oil? That happened quite some time ago. (Although we still produce a lot, it would be more accurate to say "an importer instead of an exporter")
