Would be a bit hard to prosecute *anybody* for bribery and violation of the Corrupt Foreign Practices Act... if you let a public example like this of tens of billions in bribes, over a decade or so, paid directly to Saudi Royals in their Swiss accounts (and routed through Riggs National in D.C.) pass without any action.
