I'm frequently annoyed by loud phone conversations in restaurants. I find I can typically hear every word of a phone conversation from a half dozen tables away whereas I can rarely hear more than a buzz from face to face conversations so it's upon that that I base my perspective. I like to read in both planes and restaurants. I eat most of my meals in restaurants and usually alone. (I can also hear every word of phone calls made by my neighbor when he is on his patio and I am inside with the windows shut. Folks just seem to talk more loudly on phones, seems to me.)

I think we eat in different kinds of restaurants. Or perhaps I'm just more sensitive to noise. <g>
