this sugar import quota is somewhat of a mystery to me. i've been trying to figure out if it was possible (for a small businessman) to take delivery of sugar, transport it to an ethanol plant, and then sell back ethanol to the marketplace for a profit. not that i would do this myself, however, if the price of raw sugar goes low enough and ethanol goes high enough the possibility for an "arbitrage" seems more and more likely.

i got my production cost numbers from here usda.gov

given current ethanol prices i think NY sugar #11 has a 'floor' of around 775-800/contract.
