It is all about ideology and truthiness. It doesn't have to make sense just as long as it fits the agenda. Remember the "welfare Cadillac"? With the implication that said Cadillacs were new, or almost new. And we were supposed to believe that all of the income and resources checks the department did failed to turn this up...
