Not quite totally true. Fitzgerald knew about Armitage but there was a very open question about whether others had been instructed to leak, had leaked of their own volition, had leaked the same info, etc. Libby's choice to lie was not part and parcel of Armitage's leaking. It was a separate lie about separate conversations he had.

At the time of Libby's tesitmony Fitzgerald did not know as a certainty that no underlying crime had occured.
