Blue was new, so the heater worked then. By the time we sold her, she was falling apart......literally.

Since the engine was air cooled, there was no source of hot air to help heat the interior. The VW used a couple of flimsy "heat exchangers" that drew warm air off the engine and then circulated that warm air into the interior. All too often, the heat exchangers rusted out, which totally eliminated any ability to heat the car interior.
