"You see it as an encouraging sign, I see it as a bad sign." I'm sure that it cuts both ways. (Thought I said that I took it 'as an encouraging sign ...and as a warning!) I believe it's both. Never-the-less, as an apparently REAL development in the ongoing struggle... it needs to be recognized and dealt with --- tactics will likely need to be adapted, emphasis shifted. "Those who fail to adapt tom changing circumstances... perish." (Or simply fail to achieve their objectives.)
