Some people are saying Bush only commuted Libby's sentence to keep him out of jail but to keep intact the administration and Libby's ability to say, "i can't comment on that while the case is still pending." Libby can also use that excuse to avoid testifying to congress.

A pardon would've eliminated that dodge for Libby and the administration. The pardon will come later.
