You might be missing my point.

If Libby were pardoned outright he'd have to face a lot of questions from congress and face possible contempt or perjury charges, and perhaps embarrass the administration with some of his answers, not to mention keep this story hot and heavy in the press. Now he can escape all of that because his case is still pending.

This is why i think the commutation instead of a pardon, at least for now. I think the pardon is coming later.

It's a little odd that yesterday Bush said he respected the Jury's verdict and today he won't rule out a pardon down the road. But i guess they'll cross the bridge when they get to it.
