When I first sized up the situation here in Honolulu, I said, "the police force here is corrupt." I was right.

Doesn't matter, Ish. In my hometown in PA, there was a full-on riot at the diner literally across the street from the police station. The police didn't respond to any of the calls for help. They could have stuck their heads out the front door and yelled at the rioters to stop. Might have even been able to stay in their chairs and sort of roll out the front door to yell. Nope.

Life and death? The police have no duty to save you. Their jobs are to take pictures of the bodies.
