"Anglo-Celt" to me signifies a people from a common geographic area rather than a common culture group. The Anglo and the Celt have historically not had a very friendly co-existense at all.

Southern culture (US that is) would be better described as being predominantly Anglo-Saxon in nature. The main reason that the Celtic cultures (Irish/Scots) moved to areas like Kentucky and Tennessee was to escape the hostility from the predominantly Anglo culture of the Eastern commonwealths.
