You're limiting yourself to the Mexican border...aren't you worried about all immigrants? The hi tech PhD's I'm talking don't all have green cards. They are here on student visa's and will have to return to their home country if they can't get a green card when they finish their studies. The number of green cards has been reduced not increased as the hi tech industry wants. If they are all expelled we will have severe shortage of PhD talent. The hi tech industry has been forecasting an engineering shortage for about 15 years already.
