Isn't most of that the required exercise of his options from HAL that was negotiated before he ran for any office? Still that's a pretty lame payoff considering the amount of money the country has spent - if he wanted to he could have done much better and probably will once out of office writing books and doing speeches. Of course you're also neglecting that by law all that money is held in blind trusts.
