Lot's of other infrastructure besides roads. For instance the electric grid was build by granting monopoly power... same with telephone infrastructure. Nothing wrong with a little government intervention when something that is important to the country on many levels is at stake.

Electricity... starting with passenger autos and moving on from there. Also need to commit to more electric supply with many new nuclear plants. Give incentive for solar, wind and geothermal that can be located near the energy clients.

Not easy... but easier than Middle East wars.
