Too bad there aren't LOTS of those places where the folks with bad addictions could go, and learn to be productive citizens, and drug free!

the problem is they return to the same life conditions that got them there in the first place once they get out.

to stay out they need to change places, and associations. many do not do that and return several times to rehabs that do great work but cannot help them if these people go back to the same neighborhoods, etc.

Mostly these types of people just dry out.

i expect those who are going through several rehabs at huge expense have local, state or federal gov footing the bill.
